My guess is that Shaw turtled because he is down to one healthy (sort of) QB, it was likely we could hold on to win, and the last time KJ dropped back to pass is the play with the twisting face mask penalty. He is risk averse in the first place and he cannot afford to lose KJ. Otherwise it's Jack West at QB. If he is healthy.
