Had a number of scholarships out of high school - Stanford, UCLA, Arizona State, Cal, etc... And was one of Stanford's more highly ranked prospects in last year's class.
But he did not have a USC offer:

Meeks played a ton of football for a second straight week tonight - I didn't spot much from him one way or the other, but that's probably not a bad thing for a defensive back. At minimum, looked like another very solid night for him. He's going to be a very good player for the Cardinal over the next few years, and he sure enjoyed tonight's victory.
Edit: Meeks deleted the original tweet, which referenced USC not wanting him because they thought he was too slow + made note of Stanford's victory and his level play. I didn't think it was too over the top or anything, but guess he felt it was gloating. Nonetheless, I'm sure a very sweet win for him. And Meeks has played as much as any true freshman since, gosh, Alex Carter?
