The below outline is pretty good if you ask me. Can't say that I have seen any better guardrails proposed.

Thoughts for the future of NCAAF:
Salary Cap on collectives
1st year player with team $100k max
2nd year player with same team $200k max
3rd year player with same team $300k max
4th year player with same team $500k max-
5th year player with same team $1 million max
If you transfer to another team you start over at the year 1 payment of $100k max
NIL unlimited. Whatever sources outside the University want to pay you, you are entitled to earn. Just like NFL
5 year career max. Can play all years. Remove redshirting. Enter the NFL draft or corporate world after 5th season.
105 scholarship limit-
125 roster limit. Collective payments not allowed for walk-ons but walk-ons can receive NIL.
Note: It’s funny that players always complained about not being able to do advertising and using their likeness. But now it seems like most the money just comes directly from collectives, not ad deals. Reality is that not many of these players are very marketable
